With the PPP model, the construction cost of Bilkent City Hospital was shown to be half as low and attractive to the citizens. The real huge cost was hidden from the public.

The cost of the hospital was misrepresented to the public

The Public Private Partnership (PPP) analysis report published by the Economic Policy Foundation of Turkey (TEPAV) revealed a scandalous miscalculation regarding the controversial city hospitals. According to the report written by PPP experts Uğur Emek, Coşkun Cangöz and Nurhan Uyanoğlu Karaca, an error was made in favor of the PPP model when deciding whether to build the Bilkent City Hospital (BŞH) with the PPP model or the traditional method using the state’s own resources.

173 PERCENT EXPENSIVE

The Ministry of Health officials at the time calculated that the PPP model would cost 75 percent less than the traditional method. However, experts calculated that the hospital cost 173 percent more because it was built with the PPP model. Because of the calculation error, the PPP model was decided because it would cost less. The Ministry of Health calculated that if the BŞH was built with the PPP model, the total cost would cost 3 billion 947 million liras at the prices of the period, and 5 billion 198 million liras if it was done by the state’s own means. However, the TEPAV report revealed that the construction cost of the hospital with the PPP model was 6 billion 776 million liras, while the construction cost of the hospital was only 3.9 billion liras, with the state’s own means.
